Council to consider pursuing grant to repair west end bridge along Lake Mitchell

Dec. 18—MITCHELL — Improving a key bridge along the west side of Lake Mitchell has come into the city's focus.

The Mitchell City Council will consider authorizing an application on Monday, Dec. 19, for a grant to repair the west end bridge.

While the latest bridge inspection report revealed the west end bridge is in fairly good condition compared to the nearby canal bridge, there are areas on the structure that are beginning to wear and tear.

In total, Public Works Director Joe Schroeder explained in a memo to the council that the South Dakota Bridge Improvement Grant (BIG) the city is applying for amounts to a little over $317,000. If the city secures the grant, the city would cover roughly $74,000 of the project costs.

According to the inspection report led by Brosz Engineering, the main repairs recommended are to fill low areas of asphalt between the approach sidewalk and backside of the approach guardrail, which engineers say would "keep it from holding water." In addition, the deck of the bridge and sidewalk concrete portion were identified as areas in need of repair, according to the bridge inspection report.

The 126-foot long west end bridge also serves a popular fishing spot on Lake Mitchell. It features wide sidewalk paths with railings for anglers to fish.

The bridge was built in 2015 and sits above the Firesteel Creek channel flowing into Lake Mitchell. Since being built, a swath of new residential homes have been built near the bridge in a development.

As of now, there are no weight restrictions on the bridge. However, the nearby canal bridge, located about several hundred feet from the west end bridge, has a weight reduction in place. Due to the "rough shape" of the canal bridge, the city imposed a 50% weight reduction on the canal bridge roughly two years ago.

The city applied for a similar grant to repair the canal bridge.

The following items will be considered as part of the consent agenda:

* Approve automatic supplement to the sports complex department in the amount of $323 from a donation.

* Approve automatic supplement to Palace transit in the amount of $10,950 from grant funds.

* Approve the following raffle permits: LifeQuest's Dancing for Dreams with the drawing to be held Mar. 24, 2023; Mitchell Lions Club with the drawing to be held April 22, 2023.

* Approve declaring 2012 ambulance as surplus.

* Approve change order to Menning Excavating for work on Ninth and Fifth avenues.

* Set the date for the following alcohol licenses: Jan. 3, an application by the Corn Palace Shrine Club for a special event liquor license, located at the Masonic Hall for Jan. 7, 2023, for a corn hole event; An application to transfer retail (on-sale) liquor license from Austen, doing business as a Corn Palace Inn, located at 1001 S. Burr St., to HiWings LLC, located at 40580 250th St.

* Approve Dec. 19 pay estimates.

* Approve bills, payroll, salary adjustments, new employee hires, authorization of recurring payments and other expenses.

Other business:

* Recite pledge of allegiance and receive invocation from Assembly of God church.

* Hear citizens input.

* Approve 2021 International fire code.

* Approve awarding bid for rock salt project.

* Approve amendment No. 1 for East Spruce Street project with Brosz Engineering.
