According to the ministry, Russia continues to undermine the legitimacy of the Ukrainian state and strengthen its own governance and administrative control over the occupied parts of Ukraine. The latest examples of that were the patronage of Russian cities and regions over Ukrainian ones in order to develop post-war administrations, as well as Putin's decree on a simplified procedure for obtaining Russian citizenship by Ukrainians.

Regarding the situation at the front, the British Ministry of Defense noted that in the coming week the Russian invading troops would concentrate on the assault on Siversk and Dolyna, Donetsk Oblast.

In this way they are trying to prepare for an attack on Slovyansk and Kramatorsk, which "probably remain the principal objectives for this phase of the operation."
