Palmer (elbow) played well at minicamp last week, but admits that his arm strength needs some work, the Dayton Daily News reports.
Recommendation: Palmer chose not to have reconstructive surgery for a partially torn ligament and tendon in his right elbow, and apparently rest was enough to allow the elbow to heal. Previously, Palmer suggested that he was 100 percent healthy, but that may not currently be the case. Given the severe nature of his injury last season, monitoring his workload during training camp would be prudent before choosing him on draft day.
