Two longtime administrators retiring from Dallas School District

Mar. 11—DALLAS TWP. — Dallas School Board accepted the planned retirements of two long-term administrators during Monday's regular monthly meeting. Technology Director William Gartrell will retire at the end of the current school year. Business Manager Grant Palfey's retirement is set for Jan. 15, 2026.

Gartrell as been technology director at the district for at least 16 years, overseeing dramatic changes in the amount and type of technology in the classrooms, and ushering in the routine use of Zoom to make board meetings available online.

Palfey has been business manager for at least two decades, frequently recommending actions to hold down costs, most notably the board's decision to withdraw from the Northeast Pennsylvania School District Health Trust, a consortium of area districts formed to lower health insurance costs through greater purchasing power. With a background in the health insurance industry, Palfey argued the district could save more money on its own.
