The right-hander spent last season with the Yomiyuri Giants of the NPB, posting a 2.78 ERA with 194 strikeouts and 64 walks over 181 innings.
Almost two weeks ago, Ken Rosenthal of The Athletic reported that Toronto was close to signing him and a deal might have already been in place.
Now officially set in stone, the 32-year-old is joining an already strengthened pitching staff, after the addition of Hyun-Jin Ryu.
Yamaguchi has spent time as both a starter and reliever during his 12 seasons in Japan, but his role in the MLB is still unknown. All of that will be sorted out as Spring Training and the 2020 season steadily approaches.
