PHOENIX — Free agency has slowed considerably from the initial frenzy, and the NFL turns its attention this week to the annual league meetings at the Arizona Biltmore, where the owners will vote to accept or reject proposed rules changes. A Texans' contingent that includes senior chairman Janice McNair, chairman Cal McNair, president Jamey Rootes, general manager Brian Gaine and coach Bill O'Brien will spend most of the next four days in meetings before the owners vote Wednesday morning on the proposals. Interestingly, most of the proposals involve minor changes for instant replay but none that would allow an official in the booth to make calls that were missed on the field or a coach to challenge
