Townsend featured for the Hatters in their 3-1 defeat at Villa Park last month and he told BBC Radio 5 Live's Monday Night Club that Konsa's confidence is growing with Unai Emery's style of play.
"I’ve played against him when he first came in and again this season," he said.
"Obviously a player who has got everything. He’s got great stature, he’s quick, he’s strong, he’s commanding, he’s good on the ball. That side of it - on the ball - has definitely developed in the past three years.
"You’re seeing a manager in Unai Emery who is forcing his team to play out from the back, so the more times he gets on the ball in defence and plays it forward, the more confident he gets.
"It comes naturally and the stats are starting to show he is more comfortable playing successful passes."
