Thursday's washout has seen play carry over until Monday morning, with the joint leaders sitting on 20 under par with four holes remaining.
Todd said: "I went out there and hit it well, shot nine under par with two bogeys. It doesn't taste so great that the last one came on the last hole, but it's all right.
"I'm tied for the lead with three to play and excited about the opportunity."
Home favourite Carlos Ortiz and Harris English are also firmly in the frame at 19 under with one and four holes left to play respectively, with the latter having a putt on the 15th to take a share of the lead when play resumes.
Adam Long is on 18 under with three holes of his final round remaining.
