To say that the Cleveland Browns have had a busy, interesting offseason is putting it lightly. Despite the long list of moves, the two of the biggest remain on the horizon with Deshaun Watson’s discipline and wherever Baker Mayfield plays this year.
An incomplete list of the moves the Browns have made so far this offseason:

Traded for DE Chase Winovich giving up LB Mack Wilson
Traded for QB Deshaun Watson
Gave Watson a huge new contract
Released OL J.C. Tretter
Released TE Austin Hooper

With a number of other moves not listed, there are quite a few to choose from when deciding Cleveland’s best move this offseason. Their first move, the acquisition of Cooper via trade, took the prize from CBS Sports:
Cooper is a relative bargain after this year’s WR market inflation, giving whomever’s under center a bonafide No. 1 on the outside.
As noted, whether it is Watson, Mayfield (unlikely) or Jacoby Brissett under center, Cooper gives the Browns passing game a top-flight player at all levels of the field. For only the cost of a fifth-round pick and a pick swap in the sixth round, Cleveland stole Cooper away from Dallas.
