Lippy: Isn't this exactly like what Obama proposed with his "civilian national security force"? If it's such a great idea then why didn't the Democrats put it into play during Obama's first two years when they had control of Congress? Yes I realize they were implementing the massive failure known as Obamacare but why didn't they do this too? Two years... can't they chew gum and walk at the same time?
