The President of the German Soccer Federation Theo Zwanziger is seen in Frankfurt, central Germany, Monday, Nov. 23, 2009, as he talks to the media about the latest news concerning the football betting scandal. A European investigation has resulted in 12 arrests in Germany and two in Switzerland so far. Some 200 matches are believed to have been manipulated, and a betting syndicate is suspected of bribing players, coaches and referees to fix results.
