Robert: This is a variation of the "flag burning" law. Everyone knew that the courts would rule it unconstitutional, but you couldn't vote against it in an election year and seem "Un-American". Problem is - the courts may not be able to bail them out. This might not actually be against the constitution. And the concerns about other countries being able to reciprocate doesn't make this law unconstitutional - it makes it a stupid law that is going to cost us a lot of money. It will get voted on and the veto will be overturned. But before this ever sees the light of day, it will muck up the court system and then we will quietly make modifications and changes to it that will neuter the entire intent of the law. Of course, all of that will be after the elections.
