Cooley (knee) is healthy and he is able to fully participate in organized team activities, the Washington Post reports.
Recommendation: Cooley missed most of 2012 with knee and hand injuries. His knee no longer swells after workouts. Expect him to compete with Fred Davis for the starting tight end job.
