NFL owners put off creating free agency window
BOSTON (AP)—Free agency rules will change if the NFL has no salary cap for the 2010 season, and team owners opted not to add to potential uncertainty by bringing an antitampering measure to the table.
The owners offered a proposal to create an offseason window when teams can negotiate with free agents even before the players actually become available. The idea is not dead and will be discussed at next March’s winter meetings— weeks after free agency is scheduled to begin.
And with no new collective bargaining agreement with the players union in place, next season will be an uncapped year—albeit with further restrictions on player movement.
“We’ve been discussing this for two to three years and haven’t vetted it enough to make sure we’ve got the right system,” said Rich McKay, co-chairman of the competition committee and president of the Atlanta Falcons. “We’ll continue to look at it and bring it up again.”
McKay said the owners prefer stricter enforcement of current tampering rules.
“The anti-tampering rules have served us well,” he said. “We hold onto the idea of let’s enforce these rules.”
Currently, a free agent can negotiate with his current team until free agency begins. But, as McKay cryptically noted, there have been violations.
“People have always hung on to the idea of ‘We have rules, let’s enforce them.’ But they’re very hard to enforce,” he said. “I don’t necessarily put all the blame on the clubs. There’s another group at work here, a group that is not necessarily under our control.”
That group would be player agents, many of whom consider stretching the rules part of the free agent game.
Last March, the Titans sent information to the league that the Redskins might have contacted Albert Haynesworth(notes) and his agent, Chad Speck, before free agency began Feb. 27. No charges were brought, however.
Haynesworth signed a seven-year, $100 million contract with Washington that included $41 million in guaranteed money.
Recently, the NFL began investigating whether the New York Jets tampered with San Francisco’s first-round draft choice, Michael Crabtree(notes), during his lengthy holdout. The wide receiver signed with the 49ers earlier this month.
“They are difficult to enforce because you want to be certain you have a violation before you take any action,” commissioner Roger Goodell said.
“I think there could be a change in the future, but at the end of the day the clubs focused on … we have rules in place and don’t make any modification to it. There’s no consensus on what modifications we should make and what the impact might be.”
Goodell said another negotiating session with the NFL Players Association is scheduled for next week. The sides have met several times, but no major economic negotiations on a new collective bargaining agreement have occurred.
If 2010 winds up being an uncapped season, there could be some confusion for players.
“With the restrictions in place, the game will be really at the same level it has been in the past several years,” Goodell said. “Quality is what we focus on and I don’t see it being impacted.
“But I think there will be changes that affect players. There won’t be team (salary) minimums, (unrestricted) free agency will go from four years to six. There are lot of factors that will affect the dynamics.”
The owners also met with George Martin, who has been hired by the NFL Alumni Association, a group that plans to be the lone voice for retired players. Those players have had their representation fragmented by many groups, and Goodell believes working with one organization will be a positive development.
“One thing I’ve heard coming out of meetings with retired players was that they want an independent organization that is focused entirely on retired players,” Goodell said. “Now we can have an entity that is independent that can identify issues that are priorities for retired players.
“Retired players are an asset. They’re wonderful ambassadors for the game, they mean so much to fans. To be able to cooperate with them to provide opportunities for them, this is a great development for us.”

For starters; Lay off the Raiders. They have enough sports pundits pounding them for the inability to manage their organization. If they ran their franchise like a business, things would probably be different. However, total dysfunction rules the day there and it may be a very long time before they pull their collectives heads out of their backsides. We all know the cause (Davis) and that won't change iuntil his vital signs take a sudden turn for the worse. It is a pitiful situation to be sure.
Regarding the other topic of racial inequality, do we REALLY want to go there here on this forum? It's a "no one backs down" topic and one that tires people to engage in or even read. Mankind's history has been savage and horrific in so many cases for most of the same reasons; power & greed. I leave it to each person, man or woman, black or white, and young or old taking personal accountability for the lives they lead and the choices they make. Check the box and let's move on.
This is the BEST time of the year when NFL football is going on. Let's enjoy it.
So let it be written...The Delta Raider~

Real cute come back but, slavery was 200 years ago. Granted, things didn't really get fully 'even' until the sixties but, jeeze, that's 50 years ago, now, too. I'm a white dude born and raised in a lower middle class Oakland neighborhood. Most of my friends were black. I had this uncle who always told me that I would do one of two things in life: "Make progress towards my goals or make excuses about why I'm not making progress towards my goals."
When things got tough, I always reviewed and renewed my commitment to that simple fact. Very few anyway of my friends made it through college even though we went to the same class rooms, had the same neighbors, and dealt with the same crap every day. I started at Alameda College, moved on to Berkeley, and went to Grad School at UCLA.
Why did this happen? Not because I'm a genious. It happened because my support network told me it was all in my control. My friends and neighbors had people like you in their lives.....whinning and @#$%ing about how unfaair life is and how it doesn't matter how hard they try.
Black kids do have a road block in their lives. And, 245.....Go get a mirror because, you're it.

the main difference between rush, and your mother in law, while ovycontin is a prescription drug, your mother in law had them actually prescibed to her, versus, buying them out someones back door, several thousand at a time, which if im not mistaken, is at least a couple violations of rush' beloved patriot act, all the while espousing morality and family values

Slavery ended a long time ago. And "your people" (as you call them) weren't given substandard schools and housing. In this country, in 2009, you have what you EARN. Quit playing the race card every time you want another handout. Want better schools and housing? Move to a different neighborhood. There are no laws against that.
If you can't afford it, go out and get a better job. If you can't do that, go back to school and get a better education. You can do that no matter what age, race, or gender you are.
Time for the world to grow up a little bit. Stop expecting an easy ride or a handout because over 150 years ago some blaqcks were slaves.

In the interest of political correctness and commitment to diversity, I would like to see a committee organized to ensure an equal amount of White players in the NFL
Anyone who disagrees with me is a racist, a bigot and a hater and should be forced to attend cultural awareness classes.
I myself agree with what you say Taletha, but first I think that in the intrest of diversity, and political correctness, we first allow all blacks to enslave whites, pull them away from their familiy, force them to work our fields for free, free them, then give them sub-standard schooling, housing and work and maybe just maybe it will make it fair and well look into letting a few white guys run the ball for our entertainment.

The comment about the oxycontin is actually intelligent and fair. You see, how adults can interact without being called bad names. If you want to build a case against Rush about the oxycontin go ahead. But, jeeze, really? My mother in-law has been addicted to oxycontin for 10 years...not officially...but, she sure has had a lot of pain for 10 years now. My advice. Don't get started on those pills.

What exactly did Rush say or do that disqualifies him? I'm not talking about the 'rumor' quotes. I'm talking about his real ones. To suggest a player is over rated because he's black is just not that big a deal. Do you have paper for skin? I remember back in the 80's some black players and radio callers would suggest that Larry Byrd was over rated because he was white. I did not agree with Rush or with the Larry Byrd detractors. I never thought their comments were racists though. In fact, it seems reasonable to consider that point of view...chew on it....and move on to the next topic. What's the big friggin deal?
Seriously, people are over rated all the time. Attractive people, for example, are often over rated at work. Or, children of famous people can be over rated. Black hockey players seem to be over rated to me all the time. We're just so thankful a black dude is out there helping to make the country what we all want it to become......it's natural to give him more latitude.
Bottom line: Lighten up world. We're all adults!!!!
