Firm: Texas A&M facility wasn’t built to code

DALLAS (AP)—Texas A&M University’s tentlike athletic complex wasn’t built to withstand the maximum winds prescribed by the building code, according to an engineering firm hired by the university to evaluate the $35.6 million structure.

The analysis by Haynes Whaley Associates of Houston suggests that the McFerrin Athletic Center was built using a flawed design similar to that linked to the Dallas Cowboys’ practice facility, which collapsed in May, injuring a dozen people.

Both of the steel and fabric structures were designed by Summit Structures LLC of Allentown, Pa.

Documents obtained by The Associated Press under the Texas Public Information Act show that Haynes Whaley executive vice president Mark Thompson informed Texas A&M in September that his firm didn’t believe the McFerrin Center could withstand the 90 mph winds, as specified by national standards.

Summit has added a series of cables to the facility’s steel frame in response to Haynes Whaley’s concerns, the documents show. The company could make more repairs if ongoing wind tunnel testing shows they are warranted, according to the documents.

Completed last year, the McFerrin Center includes two side-by-side buildings — one an indoor football practice facility, the other a running track—that cover 191,000 square feet.

In his initial correspondence with Texas A&M, Thompson wrote that the company believed the load-bearing capability of the facility was so compromised that it should be closed “out of an abundance of caution.”

However, the university didn’t follow the recommendation. Texas A&M spokesman Jason Cook said the university decided not to close the facility after “continued dialogue” with Haynes Whaley and because it had handled high winds during Hurricane Ike last year.

As an added precaution, Cook said, the school has been monitoring severe weather, emptying the facility when appropriate.

“A greater understanding of the structures was realized as the review process progressed,” he wrote in an e-mail to AP.

Because of the completed repairs, the football building is now certified to code and the track building can handle winds up to 75 mph, according to Cook.

Thompson referred all comment on his firm’s work to Texas A&M. In a statement, Summit president and chief executive officer Nathan Stobbe said the company continues to work closely with Texas A&M to ensure that the facility is safe.

Summit has been enmeshed in controversy since the Cowboys’ facility collapsed in a wind storm last May 2 while the team was conducting rookie drills. Rich Behm, a member of the team’s scouting department, was paralyzed from the waist down, and special teams coach Joe DeCamillas suffered a broken vertebrae.

The Cowboys’ facility was at least the fifth built by Summit known to have collapsed since 2002. A report by the National Institute of Standards and Technology last month stated that the facility fell in winds of 55 mph to 65 mph and that several design flaws were to blame.

One issue relating to the Texas A&M facility is whether the track building, 104 feet at its highest point, would be particularly susceptible to high winds. Based on its height, Haynes Whaley contends, the wind loading for the building has been incorrectly determined.

“For this height of building, the building code would require a wind loading pattern that includes a downward wind component,” Thompson wrote.

Summit has contracted with a wind tunnel lab to test whether this theory is correct and will make additional repairs if it’s found to be valid, according to the documents.

Haynes Whaley was hired by the university in August at the direction of interim president R. Bowen Loftin. The university had previously said it was comfortable with an inspection conducted by Summit in late May that gave the building a clean bill of health.

Cook said Summit’s repairs are acceptable to the university because of Haynes Whaley’s involvement.

“Yes, Summit did the work, but they weren’t evaluating it themselves,” he said.

    I really have no opinion on the issue.( By the way Arkbor, i'm just 27 soon to be 28) I'm not not saying that I have all the common sense in the world, but I do have some none the less. Myself I'm an apprentice plumber for almost two years now. Make ten dollars an hour, and bring home three hundred and thirteen dollars a week after taxes.That's one thousand two hundrend and fifty two dollars a month. Oh! And I have no real health care.Who knew I have asthma. Have since I was about eight or so. Just something supplemental like Aflac, because if I miss work I don't get paid. It's not bad though. Hmmm..... Same as my brother an electrician Local 682. ( no asthma though) I won't go through all my issues and habits, because everyone has these and it's their businness. Heck! I smoke cigarettes. I know! I know stupid thing to do right. But this is AMERICA is it not, and it's my desicion. What I am complaning about , and I think most in this blog are is not unions. It's the politics behind them.....Heck the politics behind everything. It's the politics that alow the unions to do what they good or bad, for right or for wrong. It's the politics that allow the fatcats and corporations to do what they do. It's the politics that allows for regulations and rules to not do it this way. Don't hurt the babie seals. Hey PETA I Love animals have three dogs. All female. All spayed. Oh my cow farts! Come on people a volcanic erution produces more methane, sulfer, carbon emissions than a cow could ever think about in it's lifetime. It's the politics people. It's the politics that alow cost and prices to fluctuate so much and at a rapid pace. Employers can't pay higher wages when goods and products cost half as much as the year before. And the gas prices come on. Stupid speculators don't they know that if 1,000,000 go some where for a summer vacation and gas is 1.75 a gallon. The companies make more money than when it's 2.55 a gallon, and for summer vacation only 500,000 people travel. It's all about the POLITICS.

    A company will try to maximize its profits by paying the least amount of wages it can. Those companies will be profitable, but the workers won't family sustaining wages causing INCREASED poverty and a greater gap between rich and poor. Some companies not to do this to avoid becoming unionized. Those that don't become unionized and have only themselves to blame.

    A poor union will try to protect its current contracts even as it makes the company unprofitable.

    A good union understands that if the company is not profitable the employees do not have jobs and negotiate a satisfactory compromise for all parties involved that indivudal workers would never be able to do.

    There are MANY bad unions, but there are also many good unions... they just don't make the paper because they did their job correctly and the company is still profitable.

    yo number 38 Mr Has No Common Sense, unions didn't destroy those things, cheap labor did. when companies could go into 3rd world countries and pay people pennies compared to the multi dollars an hour rate up here, factories of all kinds closed down.

    The ONLY reason the Cowgirls aren't being sued in this case is that even though Invincible Dallas served as its own contractor and is therefore liable, the employees don't dare sue the Almighty Ones for fear of losing their jobs (and medical coverage).

    Hey Arkbow, Post 36: You have to be a union member. You are probably one of those union losers that is protected by the union, and off on Workmans Comp all the time. Facts are facts, the unions reunied the textile industry, automotive industry, airline industry, mining industry and steel industries.. The teachers union are ruining our children. GM union at Saturn ruined that company and it is being dissolved. WAKE UP, NEGOTIATE YOURSALARY BY YOURSELF, AND BE ACCOUNTABLE.

However I do agree with your sentiment about them being very self centered with their "whats in it for me" attitude. That has been the black eye that has bugged unions for decades now. Players want more money because 10 million a year just isn't enough in today's world. (gimme a break!) The old image of mobsters and crooked union bosses still plays a huge part in the stereotype that many people have about unions in general. The truth of the matter is that unions are all about bettering the lives of American workers. Their battle will continue to be an uphill one until we, as American citizens, stop spending all our hard earned money on foreign products and thereby investing in foreign companies. This mentality is exemplified by the same people that would shop at Wal-Mart to save 25 cents on something and ignore the local mom and pop shops that support the local community. We are our own worst enemy. It's absolutely fine to express your opinion about anything you'd like, but if you are going to state it as a fact, please get your facts straight. Union workers can go a long way towards making themselves more productive, but they are not the bad guys here.

    I wish the best for all the victims of this accident and hope that they are well taken care of.

That's why they pay Union dues, to pay all the Uppers their pay without doing anything. And yes they are way overpriced! Unions are part of the reason that costs' are way out wack leading to inflation and recession! Why would the Uppers of any company need to make $100's of million a year to run a company that they don't even own? Because he's a Union @#$%@t!

    Unions are as useless as tits on a boar. When they started there was a need for worker reform. They since have grown into a greedy group that exemplifies the what's in it for me attitude.Along with their demands the costs of goods in the US has grown proportionately and sadly the quality has gone down. No wonder manufacturers go offshore. The stupid greedy American worker is to blame and we get to pay for it. until they learn, it will continue until manufacturers and the buying public band together and bust the unions once and for all.

    Hey Pukus, Post 22: I have stock in ATT and I am glad that they got rid of those useless union workers and sent all the jobs to China and India. Until these union workers realize that they have to improve throughput to get a raise, they will never change. Look at the auto and airlines companies. All unionized - all bankrupt.
