Police approached the vehicle in New Jersey outside of a Target after a woman complained that he was masturbating in the car.
"She pulled into a parking space to the right of (Winslow's) Escalade and noticed a male sitting in the driver seat with the window open," the police report stated. "As she exited her vehicle, she commented to the male how cold it was. As she stood near the open drive side window ... she [saw that he was exposed below the waist]. She stated that she believed he was masturbating."
Winslow was dressed and wasn't doing anything when police approached him and he has denied any wrongdoing.
His publicist, Denise White, has refuted the allegations via this statement:
"Kellen pulled over to a parking lot to smoke what he thought at the the time was a legal substance,"White wrote. "He changed his clothes in his vehicle as to not smell like smoke when he returned home. There was absolutely nothing inappropriate that took place and if there was police would have investigated further and charged Kellen which they did not. This will be the only time we will comment on this unfounded and ridiculous claim."
Winslow was charged with possession of a controlled substance.
Per the report, Winslow acknowledged smoking synthetic marijuana.
"(Winslow) stated that he smokes the 'legal' synthetic marijuana to help him relax," the police report said. "He stated that he purchases the items via the Internet and local gas stations. He added that the NFL does not test for synthetic marijuana."
Winslow was suspended for four games for violating the NFL performance-enhancing drug policy.
A pending unrestricted free agent, Winslow isn't expected to be back with the Jets next season.
