Tennessee State (4-24, 3-11 Ohio Valley Conference) led 60-59 with 3 minutes to go when it took control by working the ball inside to Rhett for back-to-back baskets.
SIUE (11-17, 7-7) cut the deficit to 64-61 on Keaton Jackson's layup with 20 seconds left. Donivine Stewart then stole the inbounds pass but missed an easy layup that would have cut the gap to one. Miller made two free throws to secure the Tigers win.
Miller also scored on back-to-back 3-pointers to give Tennessee State a 58-54 lead with 5:31 to play. It was the first lead by either team of more than three points in the second half.
Kris Davis had 14 points and Jackson scored 12 to lead the Cougars.
