The picturesque but dirty Guanabara Bay, where sailing events will be held, has had only 10 percent of its waters cleaned despite the Brazilian government spending $3 billion for treatment over the past 20 years. The State Institute of the Environment (INEA) guarantees that Marina da Gloria will be ready to host some sailing, but its waters still show a health standard out of the international acceptable level. Torben Grael, one of Brazil's top sailors, says it is a "question of civility" for the citizens of Rio de Janeiro to have Guanabara Bay clean for the Olympics.
