An internal memo that questioned the leadership of the NCAA has been passed among Mountain West Conference presidents, CBSSports.com reported Friday. The memo is directed at Fresno State president John Welty, who is identified as "our rep to the NCAA," according to the report. He is a member of the NCAA board of directors and a former member of the NCAA executive committee. NCAA president Mark Emmert reports to both the executive committee and board of directors. According to the report, the circulated email stated the following: "Is it time for the presidents to seek new NCAA leadership or a new organization? The NCAA has evidenced decisions that focus on trivial and penalize our athletes. The salaries for the NCAA leadership are excessive and an embarrassment to the Mountain West schools. Their decision making is cumbersome and oblique." Welty is retiring as Fresno State's president this year. The Mountain West is one of the five conferences just below the BCS level. The conference's current members have been involved in seven major infractions cases since 2000, and Fresno State is the only MWC school to be cited twice in that span. Emmert and the NCAA have received criticism for their handling of the Penn State punishment and the Miami investigation.
