Packers rookie RB Lacy inactive

James Starks started at running back for the Green Bay Packers on Sunday, replacing injured rookie Eddie Lacy.
Starks rushed for 15 yards in the first quarter as the Cincinnati Bengals took a 14-0 lead over the visiting Packers.
Lacy is out with a concussion he sustained last Sunday against the Washington Redskins when safety Brandon Meriweather collided with him on a helmet-to-helmet hit.
Starks ran for 132 yards with a touchdown after Lacy was knocked out of the game.
