McClain had signed a one-year deal with the Ravens in April after being released by the Raiders in part because of his frequent run-ins with the law. McClain was arrested shortly after he joined the Ravens, and that case is still pending.
McClain still could have faced discipline from NFL commissioner Roger Goodell for his off-field arrests.
"Rolando let me know that he plans to retire from the NFL," Ravens general manager Ozzie Newsome said. "We have placed him on the reserve/retired list."
