Update: Shipley (knee) was waived by Cincinnati on Friday, Cincinnati Enquirer writer Joe Reedy reports.
Recommendation: It's a surprising move, but apparently Shipley's knee just hasn't been recovering since suffering a torn ACL in September. The Bengals are crowded at receiver, but it still doesn't seem likely that a team will give Shipley an active roster spot if he's in bad enough shape for Cincinnati to cut ties.
