LAS VEGAS – Rafael Concepcion, the former interim World Boxing Association super flyweight champion, failed to make the division's 115-pound limit Friday at the Hard Rock Hotel for his Saturday night bout for the interim belt against Nonito Donaire.

Concepcion, who in his last two outings prior to the Donaire fight weighed in at 127 and 120 pounds, weighed in at 119 ½. Concepcion will be fined $13,000, 20 percent of original purse. Donaire weighed in at 115.

Keith Kizer, the executive director of the Nevada Athletic Commission, said he first learned about two hours before the weigh-in that it was going to be all but impossible for Concepcion to make 115.

The fight and the card will still go on. If Donaire beats Concepcion, he will win the interim WBA super flyweight belt. If Concepcion wins or the fight is a draw, the title will remain vacant.

Steve Luevano will defend his World Boxing Organization featherweight title against Bernabe Concepcion, who is not related to Rafael, in the co-main event.
