The former first-round draft pick from Florida State had four tackles, a half-sack and one quarterback pressure as a pass-rushing specialist. That role is expected to go to Cam Johnson.
The Colts were encouraged by Werner's progress before the injury.
"He was getting better every week," Pagano said. "He was trending in the right direction. He was getting more comfortable. You could see the confidence level rising. Scheme-wise he wasn't thinking. He was playing faster."
