In three NFL seasons, the former Syracuse standout has caught 193 passes for 2,731 yards and 23 touchdowns.
Williams caught 63 passes for 996 yards and nine touchdowns.
Big and strong at 6-foot-2, 212 pounds, Williams is a complete wide receiver who runs all routes well and is a dangerous runner after the catch.
The 26-year-old is now a Buccaneer long-term, a deal that looks like a win-win for both sides.
