Ballot and comments from AP Pro 32 panel voter Rick Gosselin of Dallas Morning News:
Week 3
RICK GOSSELIN (Dallas Morning News)
1. Houston Texans - The Texans have the NFL's top defense and a 2-0 record to show for it.
2. San Francisco 49ers - Best start by any team this season with a pair of victories over 2011 playoff teams.
3. Philadelphia Eagles - Eagles have the NFL's top offense and a 2-0 record to show for it.
4. Atlanta Falcons - Both wide receivers (Julio Jones and Roddy White) have had 100-yard games this season.
5. San Diego Chargers - 2-0 Chargers will be an even better team when running back Ryan Mathews returns from injury.
6. Baltimore Ravens - When HB Ray Rice doesn't get into the end zone, the Ravens tend to struggle.
7. Green Bay Packers - Packers defense leads the NFL with 11 sacks. The pass rush wins in today's NFL.
8. New England Patriots - Patriots and the Eagles are the only two teams in the NFL in the top 10 in both offense and defense.
9. Denver Broncos - The legs of Willis McGahee will take the pressure off the arm of Peyton Manning.
10. Arizona Cardinals - Cardinals remain unbeaten and backup QB Kevin Kolb has engineered both of the victories.
11. New York Giants - Giants struggled to get to 1-1 with two home games to start the season. Now they hit the road for three of their next four.
12. Pittsburgh Steelers - The NFL's 30th-ranked rushing attack misses injured HB Rashard Mendenhall.
13. Detroit Lions - QB Matthew Stafford needs help and it could be on the way with the return of RB Mikel Leshoure this week from a two-game suspension.
14. New York Jets - Without CB Darrelle Revis, the Jets are a pedestrian defensive team.
15. New Orleans Saints - There's one defense Brees can't beat - his own. The Saints have the NFL's worst defense and an 0-2 record to show for it.
16. Carolina Panthers - Cam Newton is becoming the quarterback for the Panthers that everyone expected Vince Young to be for the Titans - a pass-run dynamo.
17. Dallas Cowboys - Same old Cowboys - huge victory one week, huge letdown the next.
18. Chicago Bears - QB Jay Cutler cannot continue his disappearing act in the big games.
19. Washington Redskins - The Redskins are the league's most penalized team - 23 times for 223 yards.
20. Cincinnati Bengals - QB Andy Dalton has already been sacked a league-high 10 times. That's not winning football.
21. Buffalo Bills - So who needs Fred Jackson? C.J. Spiller looks like he's headed for the Pro Bowl with an NFL-leading 292 yards rushing.
22. Seattle Seahawks - An efficient ground game is the best friend of a rookie quarterback. The Seahawks rank seventh in rushing and are 1-1 with rookie QB Russell Wilson.
23. St. Louis Rams - Sam Bradford reminded everyone last weekend that Robert Griffin III isn't the only Heisman Trophy-winning quarterback to come out of the Big 12.
24. Indianapolis Colts - Peyton Manning won his first game with the Colts in his fifth start in 1998. Andrew Luck picked up his first win in his second start.
25. Tampa Bay Buccaneers - The best team in the state of Florida - but that's not saying much.
26. Miami Dolphins - No team was as good or as bad as it looked on the opening weekend. The Dolphins are an example of that.
27. Minnesota Vikings - Three tackles, no sacks in two games from Pro Bowl DE Jared Allen. If he remains quiet, the Vikings will remain quiet.
28. Oakland Raiders - The Raiders are still looking for their first defensive takeaway. Thus far no turnovers, no wins.
29. Tennessee Titans - The Titans are one of six NFL teams still looking for its first rushing touchdown. Chris Johnson needs to find the end zone for Tennessee to have a chance.
30. Cleveland Browns - A huge step by rookie QB Brandon Weedon in Week 2 - 322 yards and a pair of touchdowns in a loss. Better things could be right around the corner for the Browns.
31. Kansas City Chiefs - The Chiefs have been penalized a league-low six times. Not that clean football has helped - KC is 0-2.
32. Jacksonville Jaguars - A crowd of 62,907 turned out for the home opener by the Jaguars. A noncompetitive loss will likely shrink those crowds in future weeks.
