Many of you have noticed that you're unable to join Live Draft Competitive leagues without getting errors There is no more open draft slots for your time. (Error #220) There was a temporary problem with the server. Please try again shortly. (Error #115) Casual leagues work fine.

I appreciate you bringing the issue with not being able to complete registration for a live draft competitive league in Yahoo! Fantasy Hockey to our attention. I know that this comes at an inconvenient time for you, and I apologize.
The issue you reported should be resolved on Thursday, September 8th. As a temporary work around you can select the casual league option or opt for an autopick draft. Again, I apologize for any inconvenience the registration error may have caused. The specific competition level you are looking to register for will be available next week.

Reading other messages helps. There are several threads on this issue. In short, registration in casual leagues works, competitive doesn't. Yahoo is aware, but it is unknown when it will be fixed.
