    Below is the official League Constitution. In this Constitution, lists absolutely everything needed to know and follow to properly run this league successful. There are rules listed below as well, of which, everyone needs to adhere by, no questions asked.

    [big]Article 2 – League Setup (Very Important!)/b][/big]

    Section 1 – Team Selection

    ** Teams will be selected by RANDOM!!!!

    Once the league half full and we have 15 owners I will be using a random generator to have the teams picked so that way no one has a fair advantage at picking teams. ** Names of the owners will be plugged into a random generator and after that the owners will then be notified when they are able to pick their teams.**

    **Initial Roster Setup
    After Teams have Been Selected the Initial Roster Setup will be as follows:

    Owners will choose up to 10 Major League Players from their teams Roster and fill the remainder of the roster with Minor League Prospects from their teams Minor League System. A max of 20 total players can be kept.

    ** There will be no Tags and All Free Agents to be will be Up for Bidding in UFA. Salary Cap will be Set at $125M for the first season**

    **After Every Owner has setup their Initial Roster we will go into a Remaining Player Draft in order to completely finish the teams rosters. Minimum Roster Requirments will be 25 MLB Players for Scoring and 20 Minor Leaguer Players for the Farm System
    (The Draft will consist of both Minor and Major League Players and will be roughly around 25 Rounds.)

    Section 1 –Roster and Scoring Setup

    The Prime 9 Scoring and Roster Setup will be as follows:
    Scoring will be Setup on ESPN in 2 Separate Leagues (AL and an NL League) with the World Series to be done by Hand on the Proboards Site!! Scoring will be 7X7 H2H Format!!

    Hits, Runs, HR, RBI, SB, OPS, AVG, W, IP, Ks, HLD, SV, WHIP, AVG

    The Scoring Roster will be a 25 Man Roster with the following Positions:

    b. Every player must initially be contractually-obligated to your selected franchise;

    c. Moreover, the 25-Man Active Roster must meet nor exceed 25 players, at all time;

    d. Lastly, the 25-Man Active Roster must stay at and/or remain under the assigned salary-tier cap, at all time.

    Due to REAL LIFE MLB circumstances, the 25-Man Active Roster is available to be activated at any given time. Only 20 players are available for scoring per any given daily event. Thus, a lineup of 5 bench slots will be available, which do not need activation. These bench slots do not accumulate any points.

    Section 2 – Disabled List

    1. In ordinance with Major League Baseball and the real franchise’s, the disabled list will fall together with the real disabled list. If a player is deemed eligible in real-life, he is eligible for the disabled list within our league for the allotted amount of time. The DL is unlimited.

    Section 3 – Minor League Roster

    1. Also, each franchise is allotted the rights to their respected affiliate organization, the minor league systems. Opposite of the major league organization, the minor league system houses all a franchise’s selected prospects, who are contractually-obligated to that specific franchise.

    In order to compensate for all the different minor league organizations, and the complex system as a whole, we will implement a minor league system based upon the consolidation of all prospects. Similar to a pool of players, the prospects will all be placed underneath one roster, instead of multiple rosters that one may find in a real minor league system. Furthermore, due to the enormous amounts of baseball prospects, the Minor League Roster will not hold a maximum roster ceiling in terms of the number of prospects you, as a franchise, can own.. The Minor League Roster must adhere to the following regulation(s):

    a. The Minor League Roster must contain at least a minimum of 20 prospects and/or minor league players. There can be more than 20 prospects, at your own cost.

    b. Each prospect/player may be promoted/demoted into the Active roster, up to 5 times, through formal, documented transactions within the Forum interface of the selected franchise.

    c. After 5 promotion/demotion transactions into the Active roster has occurred, the prospect/player may still be moved up or down through the waivers process. If a player/prospect clears the waivers process, then the prospect/player can be processed within the franchise. If a player/prospect does not clear the waivers process, then the player/prospect will be claimed by the claiming team.

    2.The Minor League system will follow a specific contract system with set-salaries dependant on service time. The Minor League contract system must adhere to the following regulation(s):

    a.Service Time is based upon the following:

    1.Players underneath 250 AB, 60 IP in relief appearances, or 15 quality starts, the player’s salary is listed as 100k – the minor leaguer salary.

    2.Once a player surpasses the service time mark of 250/60/15, the player’s salary will raise up to 500k (Year 1), the season that player surpasses the service time mark. From here, the player will finish the remaining season with Year 1 pay and service time. Setting up for the following season to begin at Year 2 status.

    3.Year after year – until Year 4, the player’s salary will raise: $1M (Year 2), $1.5M (Year 3).

    4.At the start of Year 4, the player becomes eligible for arbitration. The first level of arbitration occurs in Year 4, which will reflect the real contract. Just as Year 4, Years 5 and 6 will act in the same exact way, only the difference occurs within the second level of arbitration (also reflecting the real contract).

    5. After Year 6 is completed, the selected player(s) will become eligible for UFA, unless that player signs a contract in real life before the current season ends or is Franchised Tagged or Restricted Tagged!

    EX:

    Josh Hamilton (6) 2012: $13.75M

    Say Hamilton signs an extension on august 12, 2012 then we would honor that contract after the season!!

    But if Hamilton does not sign a new contract by the end of the world series Hamilton then becomes a UFA unless Tagged by the team that currently has him on thier roster.

    [big][b]Article 3 – Salary Cap[/big]

    Section 1 – Tiers

    1.The salary cap created for each franchise will be a set cap at 125M for the First year and then we will switch to Tiers in the second season based on a League Vote.

    Section 2 – Tier Realignment

    1.In our league, we allow for salary cap tier realignment. Every 2 consecutive seasons, within the offseason, the league will place salary cap tier realignment, causing franchises to either be promoted and/or demoted, based up a few different scenarios:

    a.Scenario 1 (Promotion): In order for a franchise to be eligible for tier promotion, the selected franchise must show a significant winning percentage in the previous two season while maximizing above 75% of their allotted salary cap.

    b.Scenario 2 (Demotion): In order for a franchise to be eligible for tier demotion, the selected franchise must show a significant losing percentage in the previous two seasons OR contain a steady winning percentage, utilizing below 75% of their allotted cap.
    i.For example(s) – If the New York Yankees are able to hold steady consecutive seasons below 75% of their allotted cap, the theory becomes of that ‘why should the New York Yankees be allowed so much extra salary cap if it is not being maximized above 75%?’

    For example(s) – If the Minnesota Twins are not being able to hold steady consecutive seasons while being at 75% and/or below 75%, due to specific circumstances such as Barry Zito contracts, then the theory becomes of that ‘why should the Minnesota Twins be allowed certain benefits if the franchise is either not utilizing cap, has bad contracts, or does not manage their team well enough to deserve the tier benefits?’

    2.During every offseason, the salary cap tier realignment will take place as the first offseason task to properly organize the league for upcoming free agency. Each team, regardless of their success or cap management, will be placed under a league-wide vote to truly asses the specific salary cap tier needed for that team. The ideology behind tier realignment is to benefit the franchises that have shown success or need improvements via the salary cap. We understand that this seems like a grey area, and it is; however, in order to value a franchise’s proper tier, each GM will have the opportunity to value each franchise via a lengthy research and development process during the offseason. Ultimately, the league’s tiers and placement will be processed by league value – depending on whatever circumstances the franchise’s have been or will be in.

    Section 3 – Fluctuating Salary Cap

    1.A new twist in the league we implement is the Fluctuating Salary Cap rule. What this rule is intended to do is to help further advance salary cap management, free agency, and trade negotiations. Any GM may trade cap money to their benefit and to whatever limit the organization is liable to. The Fluctuating Salary Cap will be in effect for each franchise, using it at their will.

    2. Each GM/Franchise MUST document ALL or ANY traded cap in order to prevent mass confusion. Failure to do so will face league disciplinary actions against the GM/Franchise.

    [big]Article 4 - Contracts[/big]

    Section 1 – Contract Reflection

    Unless noted via the player protection-service time rule, as seen above in the minor league system, each player’s contract will reflect their real Major League Baseball Contract. For Example: Tim Hudson of the Atlanta Braves would have his contract reflect his real MLB contract of 2012: $9M, 2013: $9M club option with a $1M buyout.

    Section 2 – Contract Expiration

    1.Every offseason, there are always a number of players who have had their contracts expire. These players naturally become free agent, and as such, are available to accept contract offers being made by other franchises – via free agency (RFA/UFA)

    There are three types of contracts that are recognized:

    1.Franchise-Specific Extensions made in real life made before our league’s RFA/UFA period

    2.New contracts awarded through real life arbitration

    3.New contracts awarded through our league’s RFA/UFA.

    B) 1.If a player receives a contract extension by their real life franchise, then the GM has the option to accept/decline that contract.

    See section 3 under Minor League Roster and Look at the Example!

    Section 3 – Contract Options

    1.There is only one type of contract options that can be recognized in our league: the club option. Club options can be determined in the free agency process if the GM finds that it is necessary to do. Again, club options are at the GM’s discretion during the league’s free agency process.

    2.Club options are also recognized on a current real life contract for a selected player. Take Tim Hudson above for example: If the Atlanta Braves do not exercise his option in real life, but the GM who owns Tim Hudson in our league, under that current contract, has the right as well to decide to exercise the club option, regardless of what the real life franchise does or does not do.

    Section 4 – Contract Releases

    1.If a franchise determines the release of a selected player from their franchise, the franchise will assume 50% of that player’s salary for the duration of the contract, depending on waivers process and/or free agency. Separate from the Fluctuating Salary Cap rule, this also incurs a cap hit, at the cost of the franchise alone.

    2.In order for a franchise to not be responsible for 50% of that player’s salary, that player must be claimed via waivers by a claiming franchise, who then takes the responsibility of the rest of the salary/contract. Furthermore, if a player clears waivers and is on the market via free agency, the franchise who released that player is still responsible for that salary/contract until it expires, or is signed to a new contract via free agency by a new franchise.

    Section 3 – Retirement Contracts, or players who no longer play within the MLB

    1. If you sign a player to a contract and he retires or no longer plays within the MLB, the franchise can immediately release that player with no cap hit or penalties.

    [big]Article 5 – Free Agency[/big]

    Section 1 – Unrestricted Free Agency

    1.A player not listed on any franchise’s 25-Man Roster will be declared a free agent. A free agent can be any professional baseball player, major league or minor league that has already signed a real-life professional MLB contract, which includes contracts with MLB team, minor league affiliates (minor league teams). This can included anyone who is either signed now or has been previously signed. (This situation includes players taking a leave from the game, players on the fringe of retirement, players coming back from playing in a foreign country ect. ect.). When you decide there is a player you wish to add to your 25-Man Roster or Minor League Roster from free agency, you will need to sign that player to a contract. The league’s minimum salary requirement is $100,000 per year.

    2. UFA Bid Example

    The Arizona Diamondbacks extend a formal contract offer to the free agent of Prince Fielder. As a highly regarded need for our organization, the Diamondbacks offer 1B - Prince Fielder the following contract:

    4 Years at $90M

    2012: $27M
    2013: $25M
    2014: $23M
    2015: $15M

    AAS: $22.5M

    Section 2 – Auction/Bidding Processes

    1.Bidding is done in an auction format with a first come-first serve application. Each player will be auctioned off to the highest bidder, determined by the highest average annual salary of the contract. The average annual salary of the contract is determined by each annual salary divided amongst the duration of the contract.

    2.Contracts can be pro-rated in terms of front or back loaded, depending on the financial situation of a franchise. As long as the AAS trumps the previous offer, pro-rated contracts can be put into effect.

    3.In order to successfully win a bid on an player, the highest bid present must stand for exactly 36 consecutive hours, without being trumped.

    Section 3 - Restricted Free Agency

    1.A franchise will have the ability to name restricted players each season based upon their salary tier benefits. Similar to unrestricted players, restricted players contain one major difference: restricting a player provides a semi protective measure to help a franchise retain that player, while not assuring it.

    2.During the period of RFA, each designated restricted free agency (determined by the franchise) will be allowed to receive offers from any other franchise. However, at the end of the RFA period, the franchise who placed an RFA tag on the player will now have to compete against the offer of the highest contract to the restricted free agent from an opposing franchise. The franchise who placed an RFA tag on the player will have up to 72 hours to determine whether or not to match the opposing offer or decline the opposing offer.

    3.If a franchise exercises the highest opposing offer, then that franchise has the contractual rights to the restricted player; thus, winning the RFA bid. The franchise has then the option of restructuring the contract to fit whatever needs possible, but the contract cannot be re-done in the amount of years or AAS given by the highest offer.

    4.If a franchise declines the high opposing offer, then that franchise does not have the contractual rights to the restricted player; thus losing the RFA bid to the opposing franchise. Then, the opposing franchise must accept the restricted player and bid to that specific offer that the franchise offered for the restricted player. Moreover, the restricted player’s original, yet, losing team will be granted draft pick compensation in terms of declining the RFA. The draft pick compensation will be determined by a league vote to conclude the RFA tenure.

    Section 4 – Franchise Tags

    1.A franchise will have the ability at the end of the year to name franchised players, depending on their salary tier and cap benefits. These players, although having their contracts expire will not be eligible for free agency within Web Gems, and will be forced to sign with the same team. In this specific case ONLY, the franchise player will have to assume the real life contract of the average of the 10 best players at the position, as in the real value of a franchise tag.

    Section 5 – International Free Agency

    1. This rule is simple, but very important. First, let it be stated that an international player cannot be signed without first signing with a MLB team or a MLB minor league affiliate. Upon signing with a major league franchise whether its during the off-season or during the regular season, each international player is immediately available for bidding. Same bidding rules apply.

    [big]Article 6 – Trading[/big]

    Section 1 – Trading

    1.Trading between teams can be accomplished in numerous ways. Three of the most efficient ways to begin negotiating a trade with another team are as follows:

    a.Using the Trade Block

    b.Negotiations via forum PMs

    c.Negotiations via IM software.

    2.Trading can include Prospects, Minor League Players, Major League Players, draft picks, and cash considerations using the fluctuating salary cap rule. Any trade negotiation that concludes in an agreement must be posted in the Trade Review section by both franchises confirming the deal, also, an in-depth paragraph on why the deal was done must also be included. If any of these are missing, the trade will go unrecognized.

    Furthermore, in more explanation, If you agree to a trade, post the trade in the Trade Review Section. Your post must include ALL players in the deal, as well as ALL players contracts and salaries, and any or ALL miscellaneous details involving the trade (draft picks and cash considerations). You must also write a short paragraph explaining why you feel the trade will positively impact your franchise and how you feel the players acquired fit your franchise better then the players you traded away. These statements will be weighed very heavily in the mind of trade consultation committee reviewing your trade. If any of these simple steps are not included in the trade, the trade will go unrecognized.

    Section 2 – Trade Consultation Committee

    1.The Trade Consultation Committee will consist of 5 members, who have been chosen by the league office to represent a trade view board. The TCC will have complete power in terms of processing trades and/or vetoing trades. The TCC will act only upon what is best for each franchise, and ultimately the league. No, this will not be as bad as David Stern and the New Orleans Hornets.

    2.The TCC must fully explain their views and reasoning for each trade in the Trade Review Section. Thus, giving more insight on way a trade was either accepted or declined. The TCC must vote within 48 hours of a trade, and have majority vote to process the trade, 3/5 votes.

    Section 1 – Waiver Wire

    1.The Waiver Order will be determined via last place franchise to first place franchises. The franchise that has a lower record, when placing a claim, will be granted the claim off of waivers versus a franchise that has a higher record.

    Section 2 – Waiver Timeline

    1.For a player who has been released into waivers, the player has up to 3 days to be claimed by a franchise. If the player receives a waiver claim within the 3 day period, then that player is to be claimed by the selected franchise. If the player clears waivers and does not receive a claim, the player will become an unrestricted free agent, meaning he is available to sign with any franchise.

    [big]Article 7 – Amateur Draft[/big]

    Section 1 – Amateur Draft

    1. A 5 round annual draft of the Incoming Years Draft Class will be held following the mid-summer 2012 MLB Amateur Draft season. The date the draft will start will be determined by the Commissioners' Office with ample notice. The draft order will be based on the inverse of the standings from the previous season, with the bottom 5 teams entering a lottery to determine the order. This will not be a snake ordered draft.

    2. All minor league player's salaries will be the 100K, even though some draftees will sign a contract. Web Gems will not honor that Contract untill the player has reached the Web Gems AB's, IP, or QS requirements.

    3. All minor leaguers who were drafted in June are the only minor leaguers you are able to Draft and after the draft any unsigned draftees will be available for minor league Free Agency!

    Section 1 - League Media

    As most of you are aware, Web Gems offers the most realistic fantasy baseball experience there is in society today! From complete minor league affiliates and inclusive transactions, to real-life salaries and contracts, here at Web Gems, it is our goal to replicate and take off the everyday role as a General Manager of any specific Major League Baseball organization. Thus, Web Gems offers full-year activity and play, from Opening Day to the late nights in December and January. Web Gems is completely 24-7, 365 days a year.

    1. League Press Releases – More so for fun, league press releases are going to be implicated for all GM’s to do. Not required, but highly recommended, the press releases are simply what press releases are – comments from the GM. The press releases can be very fictional and humorous, or be very serious and important announcements from the GM in regards to his or her organization. Often the press releases are used to get into the mind of the GM publically. Press Releases can be used as trading rumors, current statuses on the organization, and future plans for the organization. Again, this is totally up to the GM whether he or she would like to release about his or her organization.

    2. League Power Rankings – Weekly Power Rankings are going to take place every scoring week. Just as ESPN does them, we will devise our own power rankings. The goal of the power rankings are to be released during the weekly Talk Show.

    3. Award Catalog – As stated, the league is free. There are no monetary rewards for this league. However, we will have our own voting to give out league awards – Fantasy MVP, GM of the Year, Best Trade, Best Minors System, and etc. This will be done during the last week of the regular season of fantasy.

    Section 3 - GM Roll Call

    1. The GM Roll Call is an activity check where each GM has 96 hours exactly to post a reply and cast a vote. More details are found underneath the topic in GM Networking. Any GM that does not post a reply and cast a vote before the deadline will be warned or removed from the league.

    Section 1 - GM Networking

    1. GM Networking is a forum within the board that is used to house every GMs' contact information. GM Networking must include:

    1. If a time of absence or a leave of work is needed away from Web Gems, a GM must provide a post stating the details of the leave. This prevents inactivity and grounds for removal via inactivity. This is the safeguard of activity. The post must include:

    1. As in real life, there is a period of time following each season in which teams assess their strengths and weaknesses and begin to chart which free agents they might be interested in signing for the upcoming season. For the purposes of Web Gems, you will have to wait until the “Winter Meetings” to begin the off-season progress, calendar, and to begin the progress needed for the upcoming season. The Winter Meetings will officially start after the World Series. The exact dates will be posted by your Commissioner at the conclusion of each season. Expect the Winter Meetings to be a lengthy period in November/December.

    Cubs, Padres, Phillies, and Brewers are still available, also have staff positions for teams:

    Staff Rules:

    Each team will have 5 positions to be filled. You will need these positions:

    Website Designer:
    This member will be responsible for maintaining a team website, that is to be approved by the commissioner. They will recieve stories from the the Beat Writer. The website should be updated weekly. It also should look respectable, if nessecary, use a MLB team's website as a guide line. You may include whatever you think would be nessecary or fun to have on there. The reccomended website builder is weebly. You are not required to purchase anything, such as a domain or weebly upgrade. If you already have 2 websites, you are permitted to use another provider if you get it approved by the commissioners office.

    Beat Writer:
    They will be required to write at least two articles per week. Every day, two articles from around the league, will be posted on the front page. A writer may also do a little research, such as snooping in the chatbox, and such to garner a hot topic. You are even allowed to create a false lead, which can be instramental for a team. EX: Team A is shopping Nelson Cruz, and team B is interested, but not going to give into a huge prospect package, due to lack of interest elsewhere. The writer for team A can publish an article saying Team C is offering a large package, and they are getting close which could pressure the other team into giving more. They may accept tips from teams as well. The beat writer plays a big role for the team.

    Head of Player Development:
    They could be used to figure out when to call up a player or which level to assign them to. If a prospect isn't going to do well, they can persuade the GM to trade him. They are in charge of the minor league system.

    Minors Scout/Head of Draft:
    They are going to make reccomendations on prospects in other systems, and if the owner is not familiar with the draft, can even do the Rule 5 draft, Supplemental Draft, and Ameatuer Draft. At worst they would just make reccomendations.

    AGM:
    The AGM will fill in as an interim GM if the GM is dissmissed or on vacation. This is the most sought after position, as they are most likely to win a job as a GM and have the most power of the staff. If the GM leaves, they will introduce the new GM, and show them the ropes of how the team has been run, and what the plan was. AGM's and the staff of the team is alerted when an owner drops out and is sent an application.
