Might be a simple question, but how do we create custom leagues that are open to the public?

I mean, how do we create a league that shows up on Yahoo's list of available Custom Leagues?

When I tried to create a custom league, it requires a password, and does not appear on the Custom League list open to the public.

If anyone can help provide guidance on this, would be much appreciated!
