    as commish, i'm supposed to veto trades that i feel are unfair....thats what it actual...

    all those trades i mentioned..the guys are closer in stats....and in ranks for this year ...

Whatever the reason maybe (as long as it is not an obvious shifty move) it is not for you to judge. If there was a question about the integrity of the trade, send the guy a message and have him explain his reasoning.
