I had the same issue and resolved it by changing my view from "drag and drop" to "classic view" and then picking IR from the drop down list for each player. I wasn't able to drag and drop Phil Kessel to teh IR list but it worked just fine once I changed view modes to classic and moved him to IR list by selecting the choice in the drop down menu. Others have used this same method to get their players onto the IR list... Good Luck.

Appears to be a bug in the Drag and Drop option.
