I would say Newton. Obviously play the match ups but cam is the better option.
Look Romo is good but will his weapons be healthy. Lets through out the names: Miles (injury prone), Murry has been hurt all last year, Witten has been hurt all last year but played, bryant has been huge but he is a head case.
Newton had an embarrassing season as far as wins. but his stats were pretty good. compared to romo

Romo's numbers were good but how can they get better. pass yards are pretty high and tds are the same. interceptions could go down and rushing will not change.
Cam could easily increase pass yards, pass tds. But the rushing is always iffy. but hay he has done it two years in a row so common lucky number 3.
Both figure to be QB1s absent injury. Newton is likely your week in week out starter as he routinely has (slightly) out produced Romo each season. There are, however, times when Romo offers more upside: when Murray goes down the Cowboys have no RB depth of sufficient skill so Romo must throw more plus the Cowboys routinely play from behind so, if you're a risk taker on Romo not having multiple turnovers, when the Cowboys play superior teams (roughly one-half of their schedule) Romo is a high risk reward candidate. A wild card is whether the Cowboys improve enough to become an average or better defense. If so, they will have less of a need to air it out late in every game and Romo's value declines.
