Commissioner question regarding online draft picks?

Does anyone know if the commissioner can make draft picks for other managers in an online draft? I recall being able to make timeouts and such, but don't remember if I can actually control the picks. My league plans on meeting up at a local bar, but some people only have desktops. Thanks.
