Locked Teams adding and dropping

I thought putting yes to lock eliminated teams would avoid this, but my teams that are out of the playoffs are dropping and adding which is taking people from the pool for play off teams and adding people to the pool that should not be there. what is wrong why is this happening?

  As Chris indicated, those in the consolation bracket are still considered in a playoff. Therefore, in a 10 team league, there will only be the 9th and 10th placed team locked from making moves.
