What's the "right" way for league veto?

I'm in a league of 12 and the veto process is that if 4 veto then no trade....there's complaints that there should be 6 vetos or 5 vetos for a trade not to go through...

what's the right way to veto and is 4 vetos okay?

  4 out of 12 is more than fair. If people in your league are bitching about it, it's either a bad trade or some kind of collusion is going on.
