seriously why would you make him a catcher/why would he want to be a catcher? catcher's have such a high risk of injury, need more games off, and generally deteriorate their level of play over time (yes, even mauer has shown that - his power is way down).
therefore, most catcher's demand less money and have shorter careers. if you have a guy that has the potential to be an elite player at OF, then why would he switch to a less lucrative and more risk averse position? couple that with the fact that harper is a greedy, self-centered asshole - trust me, he'll develop as an OF. The only other position you could argue for money wise is pitcher (which he can also play), but the injury risk is, once again, ever present.
and like everyone else has said, he's about 2 or 3 years away (especially with the nats rushing stras to an injury) from the majors, so there's no use wasting a roster spot until 2013
