No, it's not a mistake. It's actually a pretty common tactic called "handcuffing." It has the added bonus of ensuring that you reach the maximum games played in your league. Obviously you wouldn't want to take a backup very high in the draft, but as handcuffs go, you can't get much better than Vokoun (Elliott and Giguere are probably the only others in the same ballpark, unless you include Luongo in that discussion...).
