They mean Yahoo site designers and developers continue to make useless cosmetic changes instead of meaningful changes, such as making drop/adds take effect the day they are made like in real baseball, that might actually enhance our playing experience.

Actually they can be made the same day... You have to change it from a "Daily - Tomorrow" league (default) to a "Daily - Today"... This however can only be done before you begin the season in your league...
Your issue is with the league setting, not Yahoo! What you are describing is a league set up as Daily - Tomorrow for roster moves. In private leagues, that setting(Weekly Deadline) can be changed to Daily - Today so that adds today can play today.
Scroll all the way to the bottom of your team page and click the word "Legend" for pop-up that contains a complete explanation.
Red square = New player notes in the last 24 hours (This replaces the yellow square with the asterisk.)
Yellow square = Player notes available
Grey square = No new player notes available
^ = Probable Starter (announced for starting lineup)
x = Batter Not in Starting Lineup (may still play)
