Manager 1 emails Manager 2. Manager 2 has top waiver priority. Manager 1 says "if you'll claim Taveras for me, then I'll negotiate a trade to you for Taveras". Waiver claim clears at 3am and they do a trade they have pre-negotiated about 20 minutes later.
Is this unethical or totally fine? If this is unethical, then what should the commish do about it?-

i think it is ok. Certainly it is a situation you could see happening in professional sports. For example team A drafts player Team B wants and then trades player to Team B as part of a prearragned deal.

in this case, Manager 1 had not placed a claim, so this means other people would have gotten Taveras nor did they even know there was a "negotiation" going on for him. Just felt very shady to me. Especially as the first guy has basically made no moves until jumping in with that one.
