There's a big difference between PPD and Delayed/Suspended
The later part stats count, for a PPD game, it's as if nothing ever happened. How can you have stats from something that never happened? It will be made up at a later date. That's probably why it doesn't mention about PPD games in the questions because I'm sure they would hope people would know the common sense that if it's PPD, nothing will count.
The Yahoo rule makes it sound as if even if the game is cancelled the stats still count.
How rainouts are handled in Fantasy Baseball

If a game is rained out, the stats for the players affected will count for the day in which the make-up game is played.

But when this game is made up again, it's going to start from the beginning. There will be as if there was no stats anyway. So I don't see how that reasoning is going to support this argument.
It seems like they have it worded very poorly.
