Tough call. Probably Justin Upton. He has more upside in the power department.
Both will score alot of runs and stolen bases, with a decent average.
Both have swings that are prone to slumps, but Upton has more experience.
I'm sure you can get good trade value for either if you are allowed to trade before the 2013 draft.
