I picked him up 1 start after he came of the DL and he's been pretty good for me. He's not a #1, but he's been doing well, but I'm in a 12 team H2H league. 8 team league you might have some better options, but he's solid.
Absolutely yes you pick up Johnny Cueto. The guy is dominating right now. Plus with an 8 team league there will be some decent FA options, so pick him up and ride out his hot streak.
