In a H2H league, his value's not that high really. He's going to be shut down after 6 more starts or so, and that's right around playoff time for most leagues. Why trade for a guy who might get you into the playoffs, but then do nothing once you're in it? Not only that, but with his injury, people are going to be nervous that the Nats will decide to shut him down early just to be safe.
Plus, this is his first professional year, so if he makes it to September, he's going to be fatigued and might have a couple of bad outings like his last start. Strasburg mentioned the fatigue thing when people were asking about his injury.

Strasburg still has some value...but not nearly as much as before his DL stint.
You can certainly trade him to someone in the playoff race. You would need to send a note playing up his contributions in ERA, WHIP, and K and let them know that he still gives plus performance in 3 out of 5 standard scoring categories.
Also seperate question. I offer Hunter for Lincecum.
