Tejada is far and away the best pitcher. Masterson is probably a better pitcher than Pinero but for fantasy purposes, Pinero will serve you better because he is on a better team. For pure pitching ability, Latos should probably be listed 2nd but Latos will be limited to pitching 150 innings this season (his team said so). As such, even if he has a great game through 6 innings he will probably be pulled in the 6th or 7th inning. This wouldn't matter much if Latos were a strikeout pitcher, but he isn't.
