After AP, McCoy, Charles, Lacy, Forte; the drop off at RB is fairly significant. If you have a pick between 10-12, do you take someone like Martin, L Bell, Murray? Or do you go with a top notch WR like (Calvin will be gone) Dez, AJ, D. Thomas? And then go with a 2nd tier RB in early 2nd round.. Bell, Stacy, Morris?
Draft the surest scorer on the board. In that position, I'd probably take the best WR available--Demarius Thomas if he's around-- and then take Drew or Aaron top of round 2...assuming Peyton is gone. If we blow one of our first two picks (and note that over the last two years, half or more of the 1st round RBs have been busts), then it's a long season.

RBs like Arrington and Zac will get you more points than some of the higher ranked RB busts. And, you can get Ray Rice a couple of rounds later. He's no longer a 1st round pick, but he could put up solid RB2 numbers.

No. There is no good reason to draft a RB with issues late in round 1. An elite WR gives you strong production at less risk and, if you are a RB #$%$, you can still get your RB (perhaps even the same one) after the turn. At their current ADPs Murray, Foster and Bernard figure to all be there after the turn, as likely will be another of the elite 6 WRs.
The cutoff is significant and by the next time around their will still be plenty of those second tier RBs left because in the second and third people will start taking WRs. So I would take one of the top WR and even go for Graham if hes there. If not I might go WR/WR and if all else fails you have trade potential for a better RB
I would give Bell a shot yes. I would also consider a top WR like Dez Calvin or Green or D Thomas. All of them are studs and cant miss. Or I would consider one of the big three at QB... Brees Rodgers or Manning if he falls.
You have to get at least one cant miss stud at WR or QB... probably not the best to not go WR/QB combo... missing out at RB that early... but cant miss players can carry..
