St. Louis has been really solid lately, and Buffalo has been allowing a ton of points to opposing defenses (4 of their last 5 opposing defenses have scored 8+). The Jags have a better match-up for sure, but i'd probably sacrifice a bit on the match-up side in order to roster a better defense overall. I'd go with St. Louis, but i really couldn't argue with you if you went with Jacksonville for the match-up alone.

All are very risky plays. The Jags haven't scored double digit points in it seems like forever and, as bad as the Jets offense is, it's hard to see where the turnovers come from for Ryan's game plan figures to be run, run and run some more vs a defense that can't stop the run. Indy has huge holes on defense. The Rams haven't strung together 3 strong defensive outings all year, typically yield significant yardage and are outdoors in Buffalo. If I had to play one of these poor options I would likely guess that Locker and his mates play turnover again, but that's a longshot against Indy as they lack defensive playmakers.
