Keeper league strategy

Im in a keeper league. Who decides which players to keep, me or commisioner, or random? How many can I keep? Can I keep any players on my roster or only drafted players?

    I cannot figure out who the commish is. I just joined a random yahoo keeper league. Im trying to decide if I should upgrade my bench for potential for next year. What is the standard number of players to keep.
