The NFL's official personnel notice on Thursday, June 20 listed four draft choice signings. The Dallas Cowboys officially signed third-round picks Terrance Williams and J.J. Wilcox, the New England Patriots signed second-round wide receiver Aaron Dobson and the Tennessee Titans signed third-round cornerback Blidi Wreh-Wilson.
With these four signings, 218 of the 254 players selected in the 2013 NFL draft have signed contracts, leaving just 36 without deals as all 32 NFL teams have now concluded their offseason programs.
The 2011 collective bargaining agreement has removed most of the guesswork from rookie signings as the maximum signing bonuses for each pick are slotted. Last offseason, the first full offseason teams had to sign picks (in 2011, most rookies signed within days of the lockout ending), there were 37 unsigned draft choices on June 20, so the pace of rookie signings this offseason has been consistent with last year.
The signing of 2013 first-round picks has lagged behind the pace in which first-round picks were signed in 2012. By June 20, 2012, 17 of the 32 players selected in the first-round had signed their rookie contracts. An 18th player, San Francisco 49ers wide receiver A.J. Jenkins, signed his deal on June 21. Thus far, only nine of the 32 first-round picks in 2013 have been signed.
Progress has been made in the third round, however. Last year, 18 of the 32 players selected in the third round of the 2012 NFL draft were signed by June 20. With Thursday's signings of Williams, Wilcox and Wreh-Wilson, only two third-round picks — Cleveland Browns cornerback Leon McFadden and Houston Texans offensive tackle Brennan Williams — are unsigned.

The Patriots signing of Dobson on Thursday makes them the 12th team to get all of their 2013 draft picks under contract. The other teams to wrap up their rookie signings are the Buffalo Bills, Carolina Panthers, Chicago Bears, Detroit Lions, New Orleans Saints, Pittsburgh Steelers, San Diego Chargers, Seattle Seahawks, St. Louis Rams, Tampa Bay Buccaneers and Washington Redskins.
Eleven teams have just one draft choice left to sign before training camp. The Jacksonville Jaguars have a league-high four unsigned draft picks, including the lone remaining unsigned picks in the fifth- and sixth-rounds of this year's draft.
